The action Mobility for Trainees in Initial Vocational Training (IVT) of the Leonardo da Vinci sectoral programme aims at the support of transnational mobility of persons undergoing initial vocational education and training.
The general objectives of this mobility action within the Leonardo da Vinci sectoral programme are:
To support participants in training and further training activities in the acquisition and the use of knowledge, skills and qualifications to facilitate personal development; and
To enhance the attractiveness of vocational education and training and mobility for individuals.
A training placement for people in IVT consists of a period of vocational training and/or work experience undertaken by an individual beneficiary (apprentice, pupil, trainee, etc in IVT) in an enterprise or a training institution in another participating country. Individual beneficiaries will receive their grant within a mobility project organised by a co-ordinating institution. Individuals cannot directly apply for a grant to National Agencies.
Within the project, co-operation exists between training institutions and/or enterprises. The partners of this co-operation have to ensure that the principles contained in the Quality Commitment are met:
Clear description of objectives, needs, content and duration of the training period abroad;
The placement is an integral part of the vocational training course;
Clear match between the training needs of the individual beneficiary, his training curriculum and the content of the placement (traineeship);
Individual, linguistic and cultural preparation of the individual beneficiaries is ensured;
Pedagogical monitoring of the individual beneficiaries is ensured (tutoring and mentoring in cooperation between sending and host institution);
Validation of the competences acquired by the individual beneficiary and evaluation of the general outcome within the specific vocational training field (use of Europass Mobility on request);
Logistic support to individual beneficiary (travel, accommodation, host organisation); and
Dissemination activities are foreseen.
Organisations responsible for trainees in IVT (apprentices, pupils in vocational training, trainees except in higher education.)
Institutions or organisations providing learning opportunities in the fields covered by the Leonardo da Vinci sectoral programme;
Associations and representatives of those involved in vocational education and training, including trainees’, parents’ and teachers’ associations;
Enterprises, social partners and other representatives of working life, including chambers of commerce and other trade organisations;
Bodies providing guidance, counselling and information services relating to any aspect of lifelong learning;
Bodies responsible for systems and policies concerning any aspect of lifelong learning vocational education and training at local, regional and national level;
Research centres and bodies concerned with lifelong learning issues;
Higher education institutions; or
Non-profit organisations, voluntary bodies, NGOs.
The idea of a certificate for mobility projects in the Leonardo da Vinci programme is to allow organisations with projects of a proven high quality to have a longer term planning framework for the delivery of their Leonardo da Vinci mobility projects. The quality aspects will cover the content of the mobility activity such as policy, strategy and work programme as well as of the operational and financial capacity of the institution.
The Leonardo da Vinci Mobility certificate in mobility is awarded by the Maltese National Agency based on an application linked or annexed to a Leonardo da Vinci IVT mobility project application introduced at the same call deadline. The Leonardo da Vinci Mobility certificate shall be issued once until 2013.
In the application for the Leonardo da Vinci Mobility certificate, the institution will be asked to describe its previous experiences and achievements in Leonardo da Vinci IVT mobility. It will also show the extent to which international mobility is part of the organisations’ policy and if quality management was ensured throughout the project duration.
In Malta, the Leonardo Mobility Certificate will be delivered to a limited number of institutions targeting Initial Vocational Training (IVT) to ensure that the programme remains open to potential new applicants.
